IOC, 단 3일을 위해 500년 원시림 가리왕산을 파괴할 것인가?

- IOC는 가리왕산을 지키고 친환경올림픽을 실현하라

- 국제스키연맹 규정에 따른 2Run, 표고차 750m로도 충분히 동계올림픽 경기 가능

IOC, Do you really have to destroy Mt. Gariwang,

the 500-year-old primeval forest just for the 3 days?

-Protect Mt. Gariwang and uphold the IOC's committment to environmental Olympics 
-It's suffice to have 2Run competitions or utilize sites with 750m altitude difference according to FIS-SKI’s ICR(the International Ski Competition Rules)

 

기어이 단 3일의 경기를 위해, 500년 원시림 가리왕산을 잘라 낼 것인가. IOC가 말하는 올림픽 정신이 이런 것인가. 희미한 사람의 길 대신, 깊은 숲은 온갖 희귀식물을 품은 숲이 자본의 욕망 앞에 위험에 처해 있다. 

Will you allow the deforesting of this 500-year-old primeval forest for the Winter Olympics that lasts only 3 days? Is this the Olympic spirit that IOC talks about? This dense forest that is a habitat for countless rare and endangered species is at the blink of being destroyed at the face of the capital desire.
 
한국 정부는 평창동계올림픽 알파인 스키경기의 규정이 표고차 800m를 기준으로 되어 있어 이에 부합하는 경기장은 가리왕산이 아니고서는 불가능하다고 말하고 있다. 그러나, 동계올림픽등 국제적 스키 경기의 방법과 규칙을 정해 놓은 국제스키연맹 규정(the International ski Competition Rules :ICR)에서는 개최국의 지형에 따라 표고차 800m의 경기장이 불가능 할 수 있음을 염두 한 대체 규정이 있다. 

The Korean Government argues that there is no other option to fulfill the 800 m altitude difference requirement other than by deforesting Mt. Gariwang according to the Alpine Ski Rules. However, FIS-SKI’s ICR(the International Ski Competition Rules) have alternative provisions when the host city cannot meet its 800 m altitude difference requirement.
 
FIS의 2Run 규정은 표고차 350~450m 슬로프에서 두 번 경기를 하고, 그 결과를 합산해서 순위를 매길 수 있도록 한 규정이다. 2Run규정을 적용하여 평창동계올림픽의 알파인 스키경기를 진행한다면 가리왕산의 숲을 베어내지 않을 수 있다. 게다가 평창 동계올림픽이 열리는 강원도 지역에는 이 조건을 충족하는 스키장이 여러 곳 있다.

FIS’s 2RUN provision specifies the alternative where the sum results of two competitions at a slop with 350~450m altitude difference are used. If this 2RUN provision is applied in Pyeongchang Winter Olympics, we can save the forest of Mt. Gariwang since there are there are many ski grounds in Gangwon province that can fulfill this requirement.
 
2Run 규정만이 아니라, FIS는 표고차 750m의 경기장에서도 경기를 할 수 있도록 예외규정을 두고 있다. 이 규정에 따른다면 강원도 용평에 있는 스키장에 구조물 건립을 통해 경기를 치를 수 있다. 이러한 전례는 1998년 나가노 올림픽이 있다.

Beside the 2RUN provision, FIS lists another option where competitions can be conducted at a slope with 750m of altitude difference. If this provision is followed,  competitions can be held by setting up structural supplements in existing ski grounds in Gangwon. This exception provision was followed in the 1998 Nagano Olympics.
 
가리왕산은 조선시대부터 보호구역으로 지정되어 관리되었다. 산림청 희귀식물자생지로 산림유전자원보호구역으로 지정되었던 곳이다. 숲의 천이 마지막 단계인 극상림, 원시림 위주로 지정되는 녹지자연도 8~9등급 지역이었다. 평창동계올림픽 특별법과, 산림청 산림유전자원보호구역 해제를 통해 가리왕산 개발의 물꼬를 트더니 결국 숲에 톱날을 들이민다. 대체 이 숲을 파괴해서 누가 이득을 보는 것인가. 

Mt. Gariwang have been protected and preserved since Chosun dynasty (former kingdom of Korea). It had been designated as the forest gene protection area as it is a habitat for rare vegetation. It was also ranked highest as the climax forest, and ranked 8~9 green site as the primeval forest by the Korean government. Once the designation was removed, however, the development of this precious forest seemed to be under its way, and now we hear that the cutting of the forest has begun. Who on earth benefits by destroying this forest?
 
우리는 IOC에 다시 한번 간절한 마음으로 호소한다.FIS 규정에 따른 2Run 경기나 표고차 750m에서 알파인 스키 경기를 치를 수 있음에도 불구하고 가리왕산이 올림픽을 위해 파괴된다면, 전 세계가 다시금 확인 하는 것은 IOC의 무능함과 염치없음일 것이다. 우리는 이미 알고 있다. 동계올림픽으로 인해 얼마나 아름다운 전 세계의 숲이 이미 잘려나갔는지를 말이다. 올림픽이라는 화려한 성취를 IOC가 취하는 동안 개최국의 지역주민과 숲과 야생동물은 생태계 파괴와 환경오염, 예산낭비로 몸살을 앓고 있다. 올림픽의 과오가 4년에 한번씩 나라를 바꿔가며 반복되고 있다. IOC는 이 악순환을 끊어 내야 한다. 그야말로 올림픽 정신이 평창동계올림픽에서 IOC를 통해 실현될 수 있기를 기대한다.

We urge IOC with our deep sincerity. If Mt. Gariwang is destroyed despite of 2RUN provision or 750m exception provision in Alpine Skiing games according to FIS Rules, this will be the shame to the IOC. We already have a track record of the beautiful and previous forests being destroyed in the world due to the Winter Olympics. While the IOC boasts the fancy festivity of the Winter Olympics, the local people, the forest, and the wild plants and animals in the forest suffer seriously from damaged ecosystem, environmental contaminations and budget waste. This mistake is repeated every 4 years in different country.  IOC must stop this vicious circle. We sincerely hope that IOC with uphold the Olympic spirits and show this at the Pyeongchang Winter Olympics.
